EFFECTIVE JANUARY 1, 2008 UNLESS SPECIFIED AS BEING GIVEN IMMEDIATE EFFECT
#1. In the National Tournament Regulations section 9. Judges, replace subsection C), which currently reads:
“C) Fly Distance: One (1) judge and at least one (1) assistant judge, plus one (1) scorekeeper-timekeeper.”
with the following:
“C) Fly Distance: One (1) judge plus sufficient personnel for spotting and staking each cast.”
Note: The old text was a somewhat inappropriate copy of the requirements for Fly Accuracy. The new version better reflects the needs for Fly Distance.
#2. This includes two simultaneous changes 2a) and 2b).
Change 2a):
In the Rules Governing Inland Events, Fly Distance, Section 4. Method of casting, Subsection C) Procedures, Point i) Initial, replace Sub-point a), which currently reads:
“a) Angler’ s Fly Distance- Caster may have assistance in removing line from reel and in straightening line, which begins the preparation time. When preparation time begins, and throughout the event, caster shall be allowed no further assistance.”
with the following:
“a) Angler’s Fly Distance - Caster may have assistance in removing line from reel and in straightening line. Once preparation time begins, and throughout the event, caster shall be allowed no further assistance.”
Change 2b):
Remove Section 20 of the National Tournament Regulations, which currently reads:
“Preparation time (Fly Distance)- Two (2) minutes preparation time shall be allotted each caster in a fly distance event. Prior to entering the casting box caster may extend line as required. Preparation time shall begin when the caster begins to retrieve the out-stretched line. Casting time shall start with the elapse of preparation time or when the caster calls “Score”, whichever is sooner.”
in its entirety.
Note: The preparation time, its start, maximum duration, and its end are defined in the rules for Fly Distance, Section 3, Subsections A) and C). The purpose of this proposal is to remove the duplication of the definition. This is particularly important since the phrase “,which begins the preparation time” in Section 4, Subsection C), Point i), Sub-point a) permits a contradictory interpretation.
#3. Three simultaneous changes 3a), 3b), and 3c).)
Change 3a):
In the Rules Governing Inland Events, Fly Distance, Section 3. Time, replace Subsection C), which currently reads:
“C) Preparation Time- Two (2) minutes of preparation time shall begin when the caster first begins to retrieve line after initial stretching.”
with the following:
“C) Preparation Time- Two (2) minutes of preparation time shall begin when the judge declares the box open.”
Change 3b):
In the Rules Governing Inland Events, Fly Distance, Section 4. Method of casting, Subsection C) Procedures, Point i) Initial, replace sub-point a), whose text depends on the acceptance or rejection of proposal #2, with the following:
“Casters may have assistance in removing line from the reel and in straightening line before and during preparation time. Casters shall be allowed no assistance during casting time.”
Change 3c):
Remove the current Section 20 of the National Tournament Regulations, unless is has already been removed by the acceptance of proposal #2.
Note: This amendment empowers the judge to begin preparation time for the next caster as soon as dealings with the previous caster have come to a reasonable conclusion. It will no longer be possible for a caster to stall the progress of the tournament (by not starting the initial retrieve or other actions or inactions) in the attempt to gain an advantage for themselves or a disadvantage for following casters. This is in line with the current rules and practices for plug distance and fly accuracy. It will be the responsibility of the casters to be ready when the box might be declared open for their turn. Also note that casters may continue the current practice of removing and stretching line, without causing interference, while the previous caster is casting or measurements are taken, i.e. before the judge declares the box open. Hence, acceptance of this proposal would not automatically lead to less time available for what is currently considered as preparation.
#4). In the rules Rules Governing National Championships, Section 2. Special Events, add:
”H) 5-wt. Accuracy, 5-wt. Distance, or 5-wt Combination”
Note: This event with its three possible versions has been added as a special event last year(2006). It was not added to the listing in this section (at that time).
